[Uosenate] Senate leadership statement on Freedom of Speech and protests

Dear Senators,

I hate to be in this position and feel very uncomfortable in the spotlight here, as I do not intend to wave the flag of Judaism/Zionism/Israel or speak for anyone else. I am a non-practicing Jew, I oppose this Messianic Israeli government and marched against it when visiting my family in Tel-Aviv last summer, I refuse to be interviewed on my situation, and I avoid any form of confrontation with students. Yet, I also proudly have a Maccabi Tel-Aviv (my hometown team) scarf behind me when Zooming and in my office I hang a signed jersey of a former captain of the Israeli national women’s football team who is also my friend. I very much prefer to discuss my work on sports, nation branding, and public diplomacy, and doing research in and on the Olympics than to address antisemitism and violence on college campuses.

With that said, as this is not a general letter on free speech but is very contextualized in a very polarizing climate, I am asking for the Senate to clarity about condemning hate speech and especially antisemitism including defining what this institution sees as antisemitism. The most commonly institutional accepted definition of antisemitism is that of the IHRA, which is adopted by the US Department of State<https://www.state.gov/defining-antisemitism/> among dozens of other countries and international organizations, and completely coincidently approved today by the US House of Representatives. There are several other independent definitions as well. I communicated similar messages privately to UO leadership in the last few days.

I am very disappointed that the Senate created an unnecessary reason for division and polarization, by opposing a definition of antisemitism that is accepted internationally, including by the US Department of State and that only an hour ago The House passed in an overwhelming bipartisan majority.

Dear Yoav,

I am sorry that the exchange of e-mails and the draft letter from Gerard and Alison made you uncomfortable. Thank you for letting us know about your discomfort and requested edits to the letter. I would support us discussing this all more during our senate meeting today.

Just to let you know where I am coming from in the meantime: I teach courses on social, urban, and environmental inequality wherein I frequently teach students about the history of residential segregation around the world and in the U.S. That material explicitly presents the history of Jewish ghettoization and oppression from the old Jewish ghetto of Venice to the Holocaust and to the present context of increasing antisemitism. In those contexts (and in my personal and professional life), I also explicitly condemn antisemitism along with white supremacy and other axes of oppression.

Regarding my support for the letter: I was supporting its overall message, as I understood it, in articulating support for the application of the UO’s recently revised Academic Freedom and Freedom of Speech policy that we passed in the Senate to the management of the Gaza Solidarity Camp on campus. That camp includes Students for Justice in Palestine and Jewish Voices for Peace (https://around.uoregon.edu/content/uo-leaders-provide-information-about-encampment-demonstration).

Specifically, I had in mind an excerpt from page 2 of the updated “Freedom of Speech” section of the policy in this context of this discussion: “The university supports free speech with vigor, including the right of presenters to offer opinion, the right of the audience to hear what is presented, and the right of protesters to engage with speakers in order to challenge ideas, so long as the protest does not disrupt or stifle the free exchange of ideas. It is the responsibility of speakers, listeners, and all members of our community to respect others and to promote a culture of mutual inquiry throughout the university community.”

I would echo what Pedro said in that from what I have heard so far from the encampment on our campus, much of the protests have contained claims that would not be defined as antisemitism in the material you shared with us on this list (https://www.state.gov/defining-antisemitism/). That is, I have heard “criticism of Israel similar to that leveled against any other country,” which according to the Department of State “cannot be regarded as antisemitic.”

Again, Yoav, I value your perspective, and I appreciate that you shared it with us. I also think it would be helpful for us to have more of this discussion in a Senate meeting rather than e-mail.

Dear Yoav,

As a professor devoted to close reading and cultural histories in various languages in contact, I would like to point out that a carefully reading of the text on the link you shared states very clearly that:

“However, criticism of Israel similar to that leveled against any other country cannot be regarded as antisemitic.”

Indeed, there is wide agreement that anti-Zionism, that is, criticism of the expansive colonial policies of the modern state of Israel, and its theocratic policies, conducted on the backs of the Palestinian people and other neighbors, is not the same as antisemitism. Antisemitism, like any racist or genocidal discourse is abhorrent. Anti-zionism, however, is a geopolitical position that puts into question the policies of the state of Israel towards the occupied territories and its neighbors, these are two very distinct political and ideological positions and it is of the utmost importance that we do not obfuscate this nuanced distinction here. Repressing a criticism of the state of Israel and describing it as antisemitic is plain wrong. Criticism should be allowed, and it is not a form of antisemitism. I oppose including this discussion or the characterization of campus demonstrators as antisemitic in our public letter.

Dear UO Senators,


As University of Oregon Senate Leadership members, we support faculty, staff, and students' right to protest peacefully. In fact, the Senate just passed an updated UO University Academic Freedom and Freedom of Speech policy on March 13, 2024. The policy begins with an important statement: “1.1  WHEREAS the essential values of Academic Freedom and Freedom of Speech are bedrock principles of the University of Oregon...” The updated policy improves and clarifies our university’s stance on the importance of these critical principles. These principles are pillars of our university’s core academic mission, both to our students and our public mission to the State of Oregon and the world. You can find the policy here:

As Senate and University leaders, we are deeply concerned by the actions taken across the country to forcefully remove and arrest students who peacefully gathered in non-disruptive ways to exercise their freedom of speech. Such actions undermine the fundamental principles of freedom of speech and academic freedom and the value of critical expression in our community at the University of Oregon. As Senate Leadership, we take a proactive stance, advocating for respectful dialogue and constructive engagement to address the issues being raised by the Gaza Solidarity Camp.


We urgently and unequivocally call upon the University of Oregon administration to not just acknowledge but actively uphold the rights of all members of our academic community to express themselves peacefully.  Furthermore, we strongly urge the administration to engage proactively with the Gaza Solidarity Camp members, seeking collaborative and peaceful solutions to pave the way forward. No member of our university community should feel intimidated while on our university grounds. Senate leadership has been working tirelessly with President Scholz and Interim Provost Ford to express this fundamental point and to seek ways that our Senate’s mission of maintaining the University’s academic integrity is protected while also seeking means of supporting the rights of free speech and the safety of all our students, faculty, and staff.


Let’s unite as a Senate and university community in an authentic dialogue to seek ways to move forward positively and productively.
