coe-staff: Updated UO Travel procedures

Hello College of Ed:
As more and more people are beginning to travel again, please review the changes and updates for travel and what items you will need to complete prior to departure.
As of 2021, travel requires a request to travel - we are no long able to request a reimbursement for after the fact travel without a request for all travel reimbursements. You will need to submit and receive back an approval in Concur prior to departure (including mileage reimbursements and practicum mileage).
Concur requests need to include the following items, saved as PDF's and attached to the request and used again for the reimbursement:
Travel within Lane County:
1) safety& risk Acknowledgement of Risks form<https://ba.uoregon.edu/travel/assumption-of-risk-form> (requires a signature)
2) email - obtain approval from your respective department head (respective department dean if research related) in writing - see below for instructions
Travel outside of Lane County or internationally:
1) safety& risk Acknowledgement of Risks form<https://ba.uoregon.edu/travel/assumption-of-risk-form> (requires a signature)
2) email - obtain approval from your respective department head (respective department dean if research related) in writing- see below for instructions
3) travel waiver that can be found at Travel Waiver Request Form<https://app.smartsheet.com/b/form/33d3e09d9195481fa6d39c6e55abef78>
Once per year, if driving either a personal or motor pool vehicle:
Complete a driver certification form found at https://transportation.uoregon.edu/business-travel (saved in the department, does not have to be sent to travel)
travel may be deemed "essential" only when the travel demonstrably and significantly advances one or more of the following:
* maintenance of critical business functions;
* continuity of grant funding or completion of grant-required activities and deadlines;
* ability to meet contract deliverable requirements;
* timely and critical research and scholarship opportunities; and
* Continuity in academic progress, degree completion, or graduation.
