coe-staff: Academic Budget Expectations from Provost to Colleges

Dear Faculty and Staff,


Please see the memorandum from Provost Coltrane attached.  This information is not unexpected as many of you know well.  We have been sharing considerable budgetary information with our department heads, Faculty Advisory Committee, Student Diversity Affairs Committee, Dean's Student Advisory Board, and other individuals and ad hoc faculty groups since Summer Quarter 2016.  In addition, Brigid Flannery I completed four meetings with our departmental academic program coordinators in the Fall term.  Department heads and academic program coordinators have, in turn, been providing this information to their units.

The memorandum from our Provost provides some of the university level contextual information undergirding our current fiscal status.  Our local context, in large part, mirrors that of the university.  Our challenge can be summarized as follows:

* Our enrollment and, therefore, tuition revenue, has been decreasing for the past decade and a half,
* Our personnel expense has been rising steadily during this same time period, and
* The multi-year financial gap of expenses over income has exhausted our financial reserves.

I am also attaching one of the many data points available on the UO Institutional Research (IR) web site that documents these conclusions.  This particular graphic shows the significant downturn in masters student enrollments and steady state, although slightly lower, doctoral student enrollments over the past decade and a half.  On the other hand, our NTTF faculty census and, to a lesser extent, TTF census, increased concurrently.  I encourage you to visit the IR web site to review these and other data about our college.

Of course, we have to remind ourselves that we remain one of the best colleges of education in the world.  Our student applicant pools increased across the board this year, our research performance is at a record high, our donors are incredible supportive, and we have hired the next generation of faculty - many of whom bring needed linguistic, cultural, methodological, and intellectual perspectives and competencies - during the past three years that will guarantee the legacy of excellence we have earned.

Acknowledging that every decision will be difficult, we will adjust as needed to become financially responsible and better serve our students and communities.

I will provide more information about these adjustments in the near future as work together to strive for our highest aspirations.
