[Uopatos] Looking for Latina graduate funding?!

I have colleague who is trying to recruit an outstanding future graduate student tuba performer who identifies as Latina and Arab.
Any ideas for funding? He's being outbid by WSU. No way we could start a banda ensemble without folks like this!
