Good afternoon,

Below are some talking points for supervisors having conversations with employees about rollbacks.  My recommendation is to keep these conversations brief and factual.  It's okay to acknowledge that these rollbacks are difficult.  It's not okay to criticize the Union or OUS/UO/management.

Salary Step Reductions/Rollbacks Talking Points

The new 2013-2015 collective bargaining agreement negotiated between the Oregon University System and SEIU Local 503 provides for merit ("step") increases to be effective on July 1, 2014, unless the February 2014 Legislature allocates funding to implement those steps sooner.

This bargaining agreement condition also requires that employees who gained salary step increases during the period July 1 through October 31, 2013 be restored to the former step in effect on June 30, 2013. The higher step will then be reinstated at a date after July 1, 2014. Reinstatement dates will be delayed by the number of months the increased step was previously in effect.

As a result, effective November 1, 2013 you will be restored to the salary step in effect on June 30, 2013.  You are not required to repay the difference between this step and the higher step you were paid during the July 1 through September 30 period.

The higher salary step will be restored on [insert date employee's step will be restored] and your salary eligibility date remains the same as it currently is.
