Typically, as Zig found when he first entered the world of algebra
preparedness, students lack skills in multiplication facts, and therefore
fractions, and therefore decimals and percentages, and are overwhelmed by
ratios.  In other words their weakness in foundational skills is why they
find pre-algebra and algebra hard.
I'd look at the Corrective Math programs in those areas.  Very likely they
need math fact fluency development, so Rocket Math would be in order.  Our
Universal subscription includes work on equivalent fractions and factors as
well as basic multiplication and division facts.  The sad truth is that
several years have often been wasted (and it will take a couple of years to
make up) because the Common Core confusion has scrambled the elementary
math curriculum out of any sensible sequence of skills for pre-algebra.
