Addressing NIH notice on
indirect funding cap
NOTE: This message is being sent to tenure track and research faculty including principal investigators, department grant administrators, Government and Community Relations, Office of General Counsel, Office of the Vice President for Research and Innovation (OVPRI) centers and institutes, OVPRI staff, and the UO President and Provost’s offices.
Dear colleagues,
On Friday, February 7, the National Institutes of Health (NIH) sent a guide notice<https://urldefense.com/v3/__https://uoregon.us17.list-manage.com/track/click?u=89533593a0b1948a564f1c1b6&id=4a4fe6bc7e&e=3f013e3a3e__;!!C5qS4YX3!DAa5D6wZ42L5jygAXkLQd7-5IHDIinvCrJRrUhgMY-_b20ZJnYbKpGczJjtr0EgeqLToOmSi62Kvdu6RXA$> that it intends to cap the rate for “indirect funding” from grants—reimbursements that cover a portion of universities’ facilities and administrative costs (F&A)—effective Monday, February 10.
This new 15% cap on F&A, in lieu of a separately negotiated rate for indirect costs in every grant, poses a significant challenge for the UO given the size of our annual NIH expenditures.
The NIH guide notice has caused understandable anxiety in our research community. It has also galvanized widespread, coordinated efforts across the nation's leading research and medical institutions to ensure the long-term health and viability of the world-class research we provide.
As it is likely the guide notice will be subject to challenge in the courts in the coming days and the situation remains dynamic, principal investigators are advised to continue to work as normal.
