coe-staff: Changes to UO COVID-19 related requirements and services

Dear COE community - please see below for important changes and updates to UO's COVID-19 requirements and services.

With the federal COVID-19 public health emergency declaration set to expire on May 11, 2023, changes in federal funding, changes in vaccine formulas and supply, and significant decreases in demand for services, university leadership has evaluated UO requirements and services and will implement the following changes:


  *   The Monitoring and Assessment Program (MAP) ends on June 30, and its last day of operation will be June 22.
     *   Students can continue to receive testing through the University Health Services when symptomatic.
     *   Employees should look to their medical provider or other resources<https://urldefense.com/v3/__https:/testinglocator.cdc.gov__;!!C5qS4YX3!EQcZR2w21V-V0ceoSv4-F4lW3_2IP4jOmHtCGopAgIZRCMBEA04e2EHEba22cakkPXvErQEo_-IKU1_pP9PH-AGCdbD9tsxOdA$> within their community for testing.
  *   The COVID-19 vaccination requirement for students and employees ends immediately.
     *   New students are highly encouraged to be vaccinated, but they are no longer required to provide medical records to maintain enrollment.
     *   Employees are no longer required to provide proof of vaccination or request an exemption, with the exception of healthcare workers as required by Oregon Health Authority.
This means:
        *   The vaccination requirement does not need to be addressed during the recruitment process.
        *   Employment offers will no longer include notice of the requirement.
        *   Recently hired employees do not need to complete the vaccination requirement process.
        *   Those who have not yet reported their second dose of the vaccine no longer need to do so.



As an additional reminder, the UO COVID-19 leave program<https://hr.uoregon.edu/covid-19-employee-leave-options#UO-program> extended through this academic year ends on June 30, 2023 for the large majority of employees. There are specific employees who may continue to have coverage as required by Oregon Health Authority guidelines.



Please take the following actions to assist with implementation of these changes:

  *   Share this information with your leadership teams and all supervisors within your division, school, or college.
  *   Reinforce among employees and students that changes in university practices align with the guidelines provided by federal, state, and local health authorities.
     *   It is not intended to be an indication that COVID-19 is no longer a health concern. Instead, COVID-19 is starting to be managed similarly to all other communicable illnesses.
     *   UO community members are encouraged to help prevent the spread of illness by monitoring symptoms and staying home when they are sick. Masks remain welcome on our campuses.
  *   If there is information about testing and vaccination requirements on your unit's website, we recommend you remove the content at this time or make certain it accurately reflects these changes.

These changes to COVID-related requirements and services are consistent with the ongoing practice of aligning university practices with guidelines from federal, state, and local health authorities. This information will be shared with employees through AroundtheO Workplace, and all relevant websites have been updated accordingly.
