coe-staff: University building access policy for remote teaching

Dear Faculty and Staff,

Please see the new guidelines below and the potential exceptions to the Governor’s Executive Order, in particular. Please also submit any requests for exceptions to your department head who, in turn, will help my office evaluate the request. We will not only evaluate each request against the criteria but also consider whether or not we have adequate staffing to carry out enhanced cleaning protocols.

In response to Executive Orders from the Governor, the university has implemented remote instruction for the spring term to protect the wellbeing of students, staff, and faculty. Successful delivery of remote education is a critical university function as defined under the Governor’s order. There may therefore be unusual circumstances that require campus access to fulfill essential teaching functions.

Allowable exceptions to complete remote teaching are:

  *   Instructors with poor or limited internet access at their home
  *   Equipment necessary for delivery of course is not accessible remotely
  *   Equipment support needs
These are the only exceptions; household distractions are not sufficient to warrant a change in the requirement to work from home.

Access in buildings must be restricted. Allowable spaces that can be accessed:

  *   Faculty or GE office
  *   One gender neutral restroom per building
  *   Limited number of Dean-designated classrooms per building (to be reserved with a smartsheet on a schedule that does not create overlap between faculty and GEs)

These exceptions are allowable only when:

  *   Strict social distancing can be achieved
  *   Enhanced cleaning can occur promptly after visiting


The process for requesting an exception will be through college/school dean, or in the case of CAS, divisional dean. Instructors or staff needing to set up or utilize essential equipment for instruction will submit a request via smartsheet<https://app.smartsheet.com/b/form/f20186e0a5fb4a168573545db41fee04> with reason for exception and acceptance of requirements of social distancing and cleaning protocols. Dean approval will also accept responsibility for compliance. OtP will be a central repository for all requests and approved exceptions.

Prox card information

The following are instructions for how card access can be requested for those meeting the guidelines above, but who do not already have card access.

Each department has a designated individual who is authorized to add users using the Card Office’s Access Form<https://emu.uoregon.edu/card-access-request>. Information on who needs prox access should be collected by the department and entered into the form by the authorized user. The following information will be needed for each individual and is inputted into the online form:

  *   Building
  *   Room
  *   Access Times
  *   Name
  *   950#
  *   Affiliation
  *   Prox card # - this is located on the top right corner on the back of your card and should be a 4-5 digit number and start with a letter. (e.g., A16740)

If a department has more than 20 individuals who need access, the information above can be emailed to fass at uoregon.edu<mailto:fass at uoregon.edu> instead.
