Thank you for your votes regarding adopting the updated voting matrix and adding them to the COE Internal Governance policy. We received votes from 37 core faculty:
* CPHS: 6

* Research Units: 12
The results were in favor of making the changes to the policy:
* 33 Yes
* 2 No
* 2 Abstain
The changes will be posted online in the updated COE Internal Governance policy once the Provost's office has signed off with their final approval.

Dear Faculty and Staff,
Thank you for taking the time to submit your feedback on proposed changes to our CoE Bylaws Voting Matrix. The following individuals and groups provided feedback and registered a vote.
Number of participants: 17 faculty (6 TTF) (6 Research Track) (3 clinical) (1 lecturer) (1 professor of practice)
Units represented: CPHS (3); SPECS (6); EMPL (1); EDST (1); BRT; CTL; ECS
Results: Unanimous. All voting parties agreed to the inclusion of all faculty categories as proposed.
Regarding your feedback, we made the requested change to better define the ranks within the proposed faculty categories both to improve clarity, and alignment with the other faculty categories. See the changes in the attached document.

The following message is sent on behalf of Dean Randy Kamphaus:
Dear Faculty and Staff,
I am writing today to request your assistance in addressing an apparent omission in our CoE Bylaws. I noted recently that some faculty classifications were not included as eligible voters - faculty holding the titles of Clinical Professors, Research Professors, and Professors of Practice. I'm at a loss to explain why we did not include these faculty in our bylaws revision of 2015.
Of course, any changes in our CoE Bylaws requires a vote of our eligible faculty and staff. In preparation for this vote, I am attaching three documents:
* Existing Section 6 of our Bylaws, which includes our current voting matrix for faculty and staff
* A marked up draft of a proposed replacement for Section 6, which was revised by our Faculty Advisory Committee and Academic Department Heads in meetings this week
* A clean version of a proposed replacement for Section 6
Ideally, I would provide 30 days advance notice for a policy-related vote to take place. However, given the exclusionary nature of our current voting matrix, I would like to settle this issue before the end of Spring Quarter. Accordingly, I am invoking a truncated timeline for a faculty vote, which must be conducted in accordance with the strictures of our current Bylaws. They read:
COE Internal Governance lines 114 - 119: Some issues, such as college-wide approval of curricular changes, or changes to college or unit policy, shall require formal documentation and a vote shall be solicited electronically. All policy decisions, including the relevant department and unit policies, are subject to the COE policy (Section 6 of this document) on voting authority. In the event of a vote, a simple majority shall suffice for the item to pass and be considered approved.
COE Internal Governance lines 583 - 591: Normally, a notification shall be sent to all faculty and staff within 30 days of any policy changes informing faculty of the change. In addition input will be solicited prior to voting. This timeline, however, may be revised by the Dean in order to comply with a specific University timeline. When this occurs, the Dean shall provide a written rationale for the truncated timeline in the solicitation of input and request for votes. In all cases, proposals shall be presented for electronic ratification based on the college policy voting matrix. It is assumed that such the need for a truncated timeline and rationale from the Dean will be necessary only under rare circumstances.
I wish to follow these procedures by, a) providing opportunity for all faculty and staff to comment on the proposed voting matrix, and b) providing a rationale for the truncated timeline. I will make any revisions necessitated by your feedback and ask you to vote on the final proposal between June 5 and 12. The results of the vote will be announced at our faculty and staff meeting on June 14.
My rationale for this truncated timeline is singular. I wish to include all eligible faculty and staff in our governance processes, with voting being one of the most important opportunities for participation. There will be a need for faculty to vote on additional policy, tenure and promotion, and bylaws changes in the near future, and I wish for us to be prepared.
