Please see the latest communication from UO Safety and Risk Services in regards elevated lead levels in recent drinking water tests in the Clinical Services Building:
The five sink faucets in the Clinical Services Building that had tested with elevated levels of lead have been repaired, and confirmation tests show them below the EPA standard. They may be used safely for drinking or cooking water.
The drinking fountain on the third floor remains out of use while repair options are considered.
As part of the university's water quality monitoring plan, the Clinical Services Building will be re-tested at least annually in the future. As a reminder, bathroom sink faucets have not been tested as part of the first stages of the program. While safe for personal hygiene and washing, bathroom faucets should not be used for drinking or cooking water, until testing and any necessary mitigation is completed in the coming weeks. Please use other sinks or functioning fountains.

OVERVIEW:
Six water fixtures in the Clinical Services Building (four first-floor faucets, and a third-floor faucet and drinking fountain) showed elevated lead levels in recent tests. The fixtures will be replaced, and going forward, only drinking water fixtures that test at acceptable levels will be in use.
BACKGROUND DETAIL:
What is the concern about lead in water?
Lead in water is a concern because high lead levels can contribute to negative health effects especially for pregnant women, infants, and young children under 6 years old. What standards are used in testing?
The EPA recommends that schools and child care facilities take action if samples from any drinking water outlets show lead levels greater than 20 parts per billion (ppb). The EPA standard for lead levels in Public Water Systems is 15 ppb, and that is the level the UO is using in its voluntary testing. What is the UO doing about possible lead in water?
The University of Oregon's Environmental Health and Safety office (ehs.uoregon.edu), part of the Safety & Risk Services unit, is implementing a comprehensive drinking water monitoring plan. The first stage focuses on testing drinking fountains and bottle spouts in all UO buildings for lead content.
What testing is happening at the UO?
The University of Oregon has collected building water samples sporadically in the past, including the Vivian Olum Child Development Center and Moss Street Children's Center earlier in 2016. All samples were analyzed for corrosion byproducts including lead, and lead was not detected exceeding the Environmental Protection Agency clean water standard of 15 parts per billion (ppb) in any of them. Since late May 2016, the UO has started a comprehensive update of its Drinking Water Monitoring Plan, using EPA-recommended best practices. The monitoring plan prioritizes buildings that are used as schools for young children, daycare facilities, and residences, to be completed by fall 2016. Other buildings will be processed through 2017. The UO has not received reports of any medical conditions supposedly resulting from lead in its drinking water. What results have been found at higher than 15 ppb?
At the UO's Clinical Services Building, 901 E. 18th Avenue, 24 water fixtures were tested, and six came back with lead levels higher than 15 ppb: five water faucets (initial samples ranging from 17.9 ppb to 73.6 ppb) and one drinking fountain (initial sample of 44.7 ppb). The drinking fountain is on a floor that is not used by any of the three programs at the building that serve children.
What programs serving children use the Clinical Services Building?
Early Childhood (EC) CARES; typically 18 children, ages 3 to 5 years are in the building an average of two to three hours per day, four or five days per week.
Head Start of Lane County; 36 children, ages 3 to 5, an average of 3.5 hour per day, four days per week, mid-September through the first week in June.
Child Development and Rehabilitation Center, Oregon Health Sciences University; about 350 clients ages 2 months to 21 years visit for about an hour weekly or bi-weekly, about 300 are seen for two to three hours once or twice per year, and about 600 are seen only once for four to seven hours.
What's happening now?
Each of the fixtures that showed lead results higher than 15 ppb were bagged and signed to prevent further use, and each was flush-tested both to see if the earlier result was repeated, and to better determine whether the cause is the fixture itself, or the pipes that feed it.
Flush tests showed all six fixtures with elevated lead levels. The five faucet tests indicated that the issue was most likely with the faucet fixtures themselves rather than the pipes leading to them. The test for the drinking fountain on the third floor would indicate the fixture and/or the pipes could be the cause.
In response to the results of the lead testing, Campus Planning and Facilities Management is replacing all five of the identified faucets and has replaced components and partial water line for the fountain. New faucet fixtures have been ordered, and will be installed as soon as possible. After new fixtures have been installed, water will be re-tested to confirm lead levels below the EPA standard. Fixtures that show levels below the EPA standard will be made available for use.

Since this past Monday (8/29), I have had several conversations with Kelly McIver (Safety and Risk Services), Adam Jones (Safety and Risk Services), and Jim Cody (Zone A Facilities Manager) requesting additional information and a formal response in regards to the water sample results at CSB for a portion of drinking water fixtures. A detailed action plan has been developed and is under review at Johnson Hall. It is expected to be distributed as soon as possible.
While many fixtures remain in service throughout the building, the COE has placed water bottles in CSB kitchenettes 141A and H-305.

I spoke with Kelly McIver late Friday afternoon and he confirmed that the UO is waiting for the result for the samples taken this past Wednesday (8/24). Kelly indicated that they should be getting the test results back today and once they are received, Kelly will advise what course action the University will be taking. The plan for water samples with readings exceeding the EPA levels is indicated in the Drinking Water Monitoring Plan located at: http://ehs.uoregon.edu/sites/ehs.uoregon.edu/files/uploads/2016%20Drinking%20Water%20Monitoring.pdf .
In the interim, the COE will be placing water bottles in CSB kitchenettes 141A and H-305 this morning.

Below are emails that I received from Adam Jones and Kelly Mclver yesterday in regards to the UO drinking water sample test results in Clinical Services Building:
.... ¾ of the samples collected at CSB were also below 15 ppb lead, ¼ of the samples were not. Based on these results, I will be collecting flush samples from affected fixtures this evening and tomorrow morning. I will also be tagging affected fixtures as "Out of Service" until the flush sample results have been received and the fixtures are determined to be safe or replacement has been conducted. It is likely that follow up activity will generate questions from building occupants and I wanted to give you a heads up before I dig in to this.
