coe-staff: Update of Flash on windows computers starting today (3/21)

This is a technical notice, no  user action is required.

Starting today (3/21) COEIT is initiating an update of Adobe Flash for Windows computers.  The update will patch a vulnerability in flash for Internet Explorer and Firefox.
