coe-staff: Sporadic network outage 3/3

The UO is  currently experiencing sporadic networking outages across campus.

COEIT is aware of the issue and we are actively working with NTS to do more in depth troubleshooting to resolve this issue.

We will provide an update as status of networking changes.
