coe-staff: COE Internal Governance Ratification

Dear COE Community:
I am writing today to provide an update on the COE internal governance framework vote.  The survey was completed by 48 individuals, with 44 votes supporting ratification, 3 votes opposed and 1 non-response.  Some of the responses included feedback around elements of the document, largely on the issue of a promotion committee for NTTF, which is not directly addressed in the governance document in the section outlining college-wide standing committees.
The faculty Collective Bargaining Agreement requires that "Each department's or unit's promotion process will include a promotion review committee which should include tenure-track and tenured faculty and, where possible, NTTF at or above the rank sought by the candidate." (Article 19, Section 2, page 24).  Our college's existing document covering NTTF promotion requires a unit-level review of the candidate's materials by peers (pages 19-20 and others, document linked here<https://docs.uoregon.edu/xythoswfs/webui/_xy-427585_1-t_g4m31lee>).  At present, it is my understanding that the college's new governance document, combined with our existing framework for NTTF promotion, which has not yet been revised, establish compliance with the requirements of the CBA.  However, the feedback suggests that there is a desire for a college-level body to do this work, and that is an option that we plan to explore collectively as our document evolves.
Our next step in the Dean's Office is to review unit policies to ensure that they all comply with the CBA and that no elements of them are in conflict with the college-level policy document before we forward the whole body of work to the Provost's office for approval.
