Two announcements from the US Department of Education that may be of 
interest --

*Innovative Approaches to Literacy (IAL) Program (84.215G):*   US Department of Education Invites Applications for New Awards for FY 2012

The Innovative Approaches to Literacy (IAL) program supports 
high-quality programs designed to develop and improve literacy skills 
for children and students from birth through 12th grade within the 
attendance boundaries of high-need local educational agencies (LEAs) and 
schools. The U.S. Department of Education (Department) intends to 
support innovative programs that promote early literacy for young 
children, motivate older children to read, and increase student 
achievement by using school libraries, distributing free books to 
children and their families, and offering high-quality literacy activities.

Many schools and districts across the Nation do not have school 
libraries that deliver high-quality literacy programming to children and 
their families. Additionally, many schools do not have qualified library 
media specialists and library facilities. Where facilities do exist, 
they are often under-resourced and lack adequate books and other 
materials. In many communities, high-need children and students have 
limited access to appropriate age- and grade-level reading material in 
their homes.

The IAL program supports the implementation of high-quality plans for 
childhood literacy activities and book distribution efforts that are 
supported by at least one study that meets the definition of 
scientifically valid research (as defined in this notice).

*Deadline for Applications:*August 10, 2012

*Awards:*Up to 34 awards are anticipated, most to high-need LEAs (or 
consortia of such LEAs) and up to 4 to non-profit national 
organizations.LEA awards will range from $150,000 to $750,000 for 2-year 
projects.National non-profit organizations may be awarded up to $14 
million for 2-year projects.

*Request for Information on Strategies for Improving Outcomes for 
Disconnected Youth (Deadline for Input Extended)*

The US Department of Education has re-opened the comment period 
(previously published in the June 4, 2012 Federal Register) for input 
from the field on the following:

The President's FY 2013 Budget (FY 2013 budget) included a request for 
authority to implement ``Performance Partnership Pilots'' that would 
improve outcomes for disconnected youth. In order to inform the 
Administration's development of that initiative, this request for 
information (RFI) seeks recommendations on effective approaches for 
improving outcomes for disconnected youth by working across Federal, 
State, and local community programs and systems that provide services to 
disconnected youth. The input the Department receives will inform the 
deliberations of the Federal Interagency Forum on Disconnected Youth 
about the best use of the authority requested in the FY 2013 budget for 
the Performance Partnership Pilots and on other actions 
theAdministration might take to improve outcomes for disconnected 
youth.In addition, responses may also be used to identify opportunities 
for flexibility within existing authorities.
