coe-fac: COE - Updated Syllabus Requirements and Syllabus Policy Requirements

Dear faculty,

Attached are the syllabus templates for the fall term. The first has COE components and the second has UO policies.

There is only one big change. The sections referring to COVID absences have been removed. The new attendance policy addresses all absences including those due to COVID.
