Good afternoon faculty,
The College of Education is revising the faculty performance evaluation process and schedule to align with the recently updated language in Article 19 of the CBA (in attached MOU) and the Provost's Office website.

The COE's Annual and Merit Review Guidelines and review templates have been renamed and revised to include the new performance evaluation cycle for career faculty and to remove references to "annual reviews." Going forward, we will be replacing references of annual reviews with the term performance evaluations or performance reviews.

Career Faculty Performance Evaluations: Similar to the process for Tenured Faculty, career faculty who have been in their career position more than 3 years will be reviewed once every three years of their employment. Note: The period of review will still be January - December, but it will refer to activities and performance over the span of the 3 prior calendar years. As an example, a career faculty member who is current on all prior evaluations and who is starting their 4th year in 2022, will not receive a performance evaluation again until the spring of their sixth year in service. Similar to the process for Tenure Track Faculty, once a career faculty member seeks promotion, the faculty member will be reviewed 3 yrs. later, regardless of the date of their last performance evaluation. Ongoing Pro Tem faculty will follow the same evaluation schedule as career faculty.
Pro Tem Faculty Performance Evaluations: Pro tem faculty undergo performance evaluation on an annual basis.
Tenured Faculty Performance Evaluations: The COE will eliminate annual reviews for tenured faculty. Annual performance evaluations, while optional for colleges, are not a requirement of the CBA. (Untenured faculty are required to be reviewed in the spring of years 1, 2, 4, and 5)
The COE's annual communication at the start of the college-wide performance evaluation period typically begins in late January or early February. Starting this year, rather than a college-wide communication, the evaluation period will be shared with Department Heads and Unit Directors and a communication will be sent directly to each faculty member who requires a review in the spring. Only those scheduled for a performance evaluation this year will receive information about performance evaluations. If you are not clear whether you are up for an evaluation this year, check with your Department Head or Unit Director after February 11th.
Background: In February of 2021 the University of Oregon and United Academic of the University of Oregon, AFT/AAUP, AFL-CIO signed a Memorandum of Understanding* (attached) that outlined details of the career employment implementation.
In the implementation MOU the parties agreed to modifications to the CBA: Article 15, 16, 19, 23, and 26 which were modified with redlined exhibits.
In the MOU the parties agreed to the expectation of the continued employment MOU, removing references to contracts for career faculty, eliminating contract renewal reviews, and establishing a schedule for career annual reviews*.
The implementation dates (for the changes) in the MOU were June 16, 2021 for 9-month faculty and July 1, 2021 for 12-month faculty.
* From the Implementation MOU:
Unit Level Rules: Given the desire to reduce service over AY20-21, units are not required nor is it recommended to open unit-level rules in AY 20-21 to implement changes to the CBA. Units should open their unit-level rules in future years to reflect changes to the Career faculty review process provided for in Article 19. Until unit-level changes are made, unit level rules will be construed as consistent with the attached changes to the CBA - this means, for example, that after the Implementation Dates, contract reviews will be read as performance reviews and the number of required reviews will be reduced as stated in the new Article 19. (page 2, lines 1-8)
