coe-fac: COE Institutional Hiring Plan submitted

The attached cover letter was submitted on Friday (February 8th) with the College of Education's 2019-2020 Institutional Hiring Plan submission. The College of Education has submitted 7 proposals indicated over 3 consecutive years.
