coe-fac: Merit Increase Policy comment

Dear Faculty,
As you may be aware, the Provost's Office has requested clarification and consistency across campus regarding the timeline within which colleges review eligible faculty and staff for merit increases.
Our College of Education's existing policy is current and otherwise appropriate, however, because the most recent merit increase cycle occurred in January 2016, our policy, along with others across campus, will need an update to the "Period of Review" section.
To ensure consistency across colleges, see the changes suggested to us by the Office of Academic Affairs (AA) and reviewed by the dean's office below:
[Existing/current Language] Period of Review: In general, the period of review for a merit evaluation will be no longer than twelve months, ending at the date of the merit determination. For the purposes of the Spring 2014 merit evaluation, the evaluation period is extended from January 1, 2008 until the date of review.
[Language suggested by AA] Period of Review: In general, the period of review for a merit evaluation will extend at least to the last merit increase (or increase cycle).
This proposed change to the language will have minimal impact on existing practice but is intended to result in improved efficiency of our review process and allow for consistency in process across campus.
