Dear COE colleagues,
I urge you to take a moment and provide feedback on a survey developed by the UO Senate VP, Bill Harbaugh, at the request of the Higher Education Coordinating Commission (HECC). Feedback was requested of senate members and the 13 members of the Faculty Advisory Council (FAC) regarding the UO Board of Trustees as it relates to shared governance and academic quality. As I noted (below) this group of constituents may not be representative our collective voices within the College of Education. Thus, I ask you to join me in providing feedback.
The time line is tight. Feedback requested by Saturday at 5pm.

Thank you for sharing the link to the survey. I plan on completing the survey and providing feedback. I just got off the phone with Donna Lewelling at the HECC and asked some clarifying questions. It sounds like the goal is to have faculty input on shared governance and academic quality in particular (http://www.oregon.gov/HigherEd/Documents/HECC/2015%20Full%20Commission%20Meetings/09-Sep-10-15/11.0b.UniversityEvaluationProcessandFramework.pdf) and that you (and perhaps others) developed the qualitrics survey based on your understanding of the evaluation framework . Given that I am just one senator, I plan on sharing the survey more broadly with faculty colleagues in my college to allow a more representative sample of voices to be heard.
I am disappointed that the time line is so tight (feedback needed by 5pm Saturday). Donna Lewelling indicated that the request was sent to you and Senate President Sullivan several weeks ago.
Thank for the opportunity to provide feedback. This process is extremely important.

The Oregon Higher Education Coordinating Commission (HECC) has asked the UO Senate to collect information for its evaluation of UO and the UO Board, in accordance with ORS 352.061(2)(c)<http://www.oregonlaws.org/ors/352.061> and ORS 352.025<http://www.oregonlaws.org/ors/352.025>. The letter from HECC Executive Director Ben Cannon is below.

Letter from HECC Executive Director Ben Cannon:
[Dear UO Senate President Randy Sullivan]:
The Higher Education Coordinating Commission is currently conducting its first annual evaluation of your university. This evaluation is required by Oregon law.
ORS 352.061(2) stipulates that the HECC’s evaluations of universities must include:
* A report on the university’s achievement of outcomes, measures of progress, goals and targets as described in the university’s achievement compact with the Oregon Education Investment Board;
* An assessment of the university’s progress toward achieving the mission of all education beyond high school as described in ORS 351.009 (the 40-40-20 goal); and
* An assessment as to how well the establishment of a governing board at the university comports with the findings set forth in ORS 352.025.
ORS 352.061(2)(c) also requires that the HECC assess university governing boards against the findings set forth in ORS 352.025, including that governing boards:
* Provide transparency, public accountability and support for the university.
* Are close to and closely focused on the individual university.
* Do not negatively impact public universities that do not have governing boards.
* Lead to greater access and affordability for Oregon residents and do not disadvantage Oregon students relative to out-of-state students.
* Act in the best interests of both the university and the State of Oregon as a whole.
* Promote the academic success of students in support of the mission of all education beyond high school as described in ORS 351.009 (the 40-40-20 goal).
ORS 352.025 notes four additional Legislative findings:
* Even with universities with governing boards, there are economy-of-scale benefits to having a coordinated university system.
* Even with universities with governing boards, shared services may continue to be shared among universities.
* Legal title to all real property, whether acquired before or after the creation of a governing board, through state funding, revenue bonds or philanthropy, shall be taken and held in the name of the State of Oregon, acting by and through the governing board.
* The Legislative Assembly has a responsibility to monitor the success of governing boards at fulfilling their missions, their compacts and the principles stated in this section.
In preparation for the university evaluation, the HECC has worked with universities and other partners to develop an evaluation framework that is being used as a tool in the evaluation process. Additional information is being gathered and will be used to conduct the evaluation. As a part of this additional information, the HECC is looking for faculty input especially in the areas of shared governance and academic quality.
