Hi Colleagues -
I would like to comment on the shared governance process we are undertaking in the COE. Though time consuming, it's tremendously important for our long-term operations and I hope all the depts/units are having robust discussions. The document that Mia sent out reflected a lot of work from her office and the dept heads and it is a helpful starting point. Article 4 of the CBA states that the "faculty shall first consider any input provided by the appropriate department or unit head, dean, vice-president, Provost, or designee." The spirit of shared governance opens up this process by giving all faculty the opportunity to develop these policies, which will then be submitted "to the appropriate dean, vp or designee for review. The dean (etc.) will provide written explanation to the faculty and an opportunity to discuss any alterations he or she makes to the recommenced policy before submission to the provost or designee." (page 3 of the CBA)
Mia's memo of 2/7 describes a process of synthesizing and incorporating our comments before passing them on to the provost that might be interpreted by some that this is not a full review of the entire policy or that we can only tinker with this document. I'm sure this wasn't the intention, so faculty should know that this is just a starting place and that they can look at all aspects of the document. This includes the voting matrix attached to the document. They can also examine other models from other departments. There is also a tension between college-wide policies and dept policies that is not easily resolvable by the process described in the memo. I guess we will see how different departments/units respond to this task and then decide a course of action.
Lastly, I'd like to draw people's attention to the composition of the Faculty Personnel Committee (page 3). It is in violation of Art. 19, section 2 (page 24) of the CBA. Departments might come up with creative solutions to fix this.
