RE: PCS Policy Updates
Exciting updates to PCS Policy and Procedures are here!
 As of October 1, 2023, a number of positive changes to the UO Purchasing and Contracting Procedures<https://pcs.uoregon.edu/sites/pcs1-stage.uoregon.edu/files/pcsprocedures_final_topost.pdf> will go into effect. Below are some highlights of the upcoming key procedure updates.
PROCUREMENT THRESHOLD CHANGE

  *   Beginning on  October 1, 2023, the threshold for direct procurement will be increased from $25,000 to $50,000. In the absence of a PCS approved exemption from competition, a PCS led competitive process will be required for purchases over $50,000. A Request for Quote or Three Quote Process will be required for purchases between $50,000 and $250,000. A Request for Proposal or Alternative Procurement will be required for purchases that exceed $250,000. See Section 5 of the PCS Procedures for more information. Note: These new thresholds also apply to federal procurements under Uniform Guidance rules.
CHANGES TO LEVEL 1 CONTRACTING AUTHORITY

  *   Beginning on October 1, 2023, individuals with L1 Contracting Authority will be able approve invoices or sign UO POs up to $10,000; a $5,000 increase from current limits. See Section 10.4 of the PCS Procedures for more information.
  *   In addition to the above-mentioned increase to Delegated Contracting Authority, individuals with L1CA and L2CA must attend annual training as identified by PCS to maintain their current Delegated Contracting Authority. Please see Section 10.4.2.6 of the revised PCS Procedures for more information.
CLARIFICATION OF EXISTING EXEMPTIONS FROM COMPETITION

  *   Named in Grant Exemption (6.6.22.4) has been updated to specifically include express waivers and subawards (as determined and/or verified by SPS).
  *   Artist Exemption (6.6.25) has been updated to specifically include musicians, videographers, and website designers (This does not extend to website developers).
NEW EXEMPTIONS FROM COMPETITION

  *   Outgoing Sponsorships (6.6.27) exempts the purchase of booth space for exhibits at conventions, recruitment events, trade shows, and other similar events.
  *   Student Recruitment (6.6.28) exempts contracts with third-party student recruitment service providers.
  *   Foreign Group Travel (6.6.29) exempts group travel in foreign countries from competition.
