[Uosenateexec] Revised motion

Good afternoon!

Thank you all for the time you've invested into this resolution. While I appreciate the intent to reaffirm the Senate’s oversight role and to strengthen faculty participation, I want to highlight that the resolution does not explicitly guarantee the inclusion of students in the proposed processes and committees.

The resolution references “meaningful consultation with impacted stakeholders, including unit heads, department chairs, program directors, and/or students.” This phrasing does not establish students as required participants. It leaves open the possibility that the two committees (Senate Committee on Oversight and Shared Governance and the Senate Rules Committee) may not include student representatives at all. Given the recent budget reduction process, where students were completely excluded from discussions, this omission raises concerns about whether shared governance at UO truly recognizes students as equal partners.

Students are central to the academic mission and the financial sustainability of this institution. Excluding students from formalized governance structures contradicts the very principle of shared governance.

Possible revised language: “The University of Oregon’s leadership should engage in meaningful consultation with impacted stakeholders, including unit heads, department chairs, program directors, and students. Students shall be explicitly included as voting members on any Senate or joint committees formed under this resolution, including but not limited to the Senate Committee on Oversight and Shared Governance and the Senate Rules Committee.”

Please let me know if there's any information I am missing about one or both of these committees, and if there's anything else I can do to support clarity that supports students in this resolution.

I think this looks great—thank you, Dyana!

To Charlotte's question—the SBC has representation beyond faculty. I would suggest that we just omit that first part of the quote and keep the second portion so the paragraph reads:
Whereas, the Senate Budget Committee is charged with "informing the Senate and advising the University President and administration about university financial matters, including budgetary policies and decisions, and long-term financial strategies.”

Good morning, everyone,

Before we send out the shared governance resolution tomorrow to the full Senate in advance of next week's meeting, I wanted to circulate a revised draft.

After our meeting, I realized that we already have a committee that has a charge to work on these very types of issues - the Senate Committee on Oversight and Shared Governance.  This is a standing Senate committee and is chaired by the Vice President.  We revised its charge last year to be more of a strategic partner with Senate leadership and its committees.

Another benefit of assigning some of the legislative tasks to this committee,  is that as a standing committee, the meetings are "open," and anyone can attend or make recommendations.  Although appointed, we can ensure that it is representative of the voices that should be included. Any motions that come out of this committee would go through the standard process for consideration, discussion and vote.

Please see the revised motion (particularly the last part), and let me know if you have any questions or comments.
