Pedro, I have reviewed the agreements reached by 14 universities and colleges and have identified what they have in common.


  1.  All of them set up structures to allow students and faculty to engage in investment policy.

We should do so here. We can use the Michael Dreiling-led success and the divestment from South Africa as models: “In 2014, the Foundation was the first Pac-12 institution to establish a policy specific to fossil fuel extraction, and we have committed to making no new direct investments in fossil fuel extraction. Currently, less than 5% of the Foundation’s direct holdings are invested in fossil fuel extraction, and all remaining direct investments will expire by 2027.”  (Source: UO Foundation).   The University of Oregon divested from investments in South Africa in 1992. According to Steve Katz, the board of Higher Education’s chief financial officer, there “were no loss of funds” because the shift was done “prudently.” Source: Oregon Daily Emerald, December 6, 1990.


  1.  All of them are setting up educational opportunities along the lines that Cheyney and others have suggested.
  2.  All of them are offering amnesty.
  3.  Only one (the University of Wisconsin, Milwaukie) is calling for a ceasefire, and our AAU-Big Ten comparators (Northwestern, Rutgers, Minnesota, and Wisconsin) are not.
  4.  No agreement embraces a boycott of Israeli institutions.
  5.  All offer opportunities to bring Palestinian scholars and professors to campus.

I am hopeful the students can secure what student protesters have gained at Northwestern, Rutgers, Wisconsin, Minnesota, UC Riverside, Cal State Sacramento, Harvard, etc. (captured above) and take down the encampment in celebration of the victories won without the intervention of the Eugene-Springfield-Cottage Grove police forces coming on to campus.  And, plan for future protests that target those with agency:  Val Hoyle and Ron Wyden  (who voted to fund the Israeli war machine) and President Biden.

I am proud of the students in the encampment, they have been nonviolent and, overall, coherent.  As Robert Reich observes,

Prior to the student protests across America, Biden felt very little domestic pressure to stop supplying Israel with offensive weapons and bombs. Had there been no student movement against the war in Gaza, I doubt Biden would have reached the point he did last week.

Isn’t this the point of the protest, which should now move to a post-encampment phase.

Here are the five points to develop an agreement:


  1.  Amnesty for their encampment, allowing them to transition to a daytime encampment upon agreeing to these next four points.
  2.  Supporting a Senate-Administration Task Force to Oversee Ethical and Academic Priorities in Endowment Investments.
  3.  Issuing an agreed-upon statement understanding the humanitarian and ethical positions of the students and condemning the ongoing loss of life and human rights violations in Gaza.
  4.  Aligning some of our existing resources to strengthen the academic standing of MENA (Middle Eastern and North African Studies) within our School of Global Studies and Languages.
  5.  Supporting and developing the initiatives already adopted by Dennis Galvan’s office to strengthen academic exchanges with Palestinian and Middle Eastern campuses.
