I’m passing along some news from the Joint Committee on Ways and Means. The message below from Hans Bernard, UO’s VP for State Affairs, has more information about what this means and what the next steps are.

> Yesterday, the co-chairs of the Joint Committee on Ways and Means released their 2021-23 Budget Framework (attached). This document is the first official indication of how lawmakers intend to allocate state resources for the 2021-23 biennium and essentially “replaces” the Governor’s recommended budget to establish expectations for what state funding for the UO might look like for the next two years.

> The framework includes investments from general fund and lottery funds resources and the federal government through the American Rescue Plan, which will help the state protect current programs and services from reductions.
>
> The Co-Chairs have announced they intend to reserve 20% of the American Rescue Plan funding for the 2023-25 biennium in order to stabilize investments in critical new programs and services created by the federal stimulus package. This reserve totals $520 million. The rest of the American Rescue Plan funds are anticipated to be used in 2021-23 for current services and programs, as well as making critical new investments, some of which will be one-time in nature and some of which will be ongoing.

> How did UO, student financial aid and our state programs fare?: The Co-Chairs framework increases funding in the Public University Support Fund (PUSF) by $49.1 million. The framework states their intent to fund the PUSF, Oregon Opportunity Grant, and other State Programs at DAS current service level for the 21-23 biennium: “It is our intent that some programs and services, including Oregon Opportunity Grants, support funds for public universities and community colleges and early learning programs will be continued at the current service level.”

> State current service level for the PUSF for 2021-23 is $886,086,661 or $49.1 M above the 2019-21 Legislatively Approved Budget (LAB) and Governor’s Recommended Budget (GRB) of $836,898,583. A table that includes the increases for each of UO’s state programs is included below.
>
> What’s Next?: UO will continue to work with the other public universities and coalition partners to advocate for our full funding request of $900 M in the PUSF – $13M to go!, as well as commensurate increases in university state programs and a $200 million investment in the Oregon Opportunity Grant.

> In addition to these efforts, we are working to secure capital construction investments to fund the renovation of University and Villard hall, where over 3,000 students take classes each year, and over 115 of our faculty have offices.
>
> From a process standpoint, we expect the legislature will hold a series of budget related public hearings in the coming weeks. The next quarterly revenue forecast will come out on May 19th, after which point lawmakers will work to make final budget decisions before they are constitutionally required to complete their work by June 27th.
