Dear Senators,

Below please find a concise summary of the outcome of this year’s Oregon legislative session from Hans Bernard; for those who would like to delve deeper into the details, have a look at the accompanying attachment.

This was my first year to participate in the legislative outreach efforts, so I have the beginnings of an understanding of the unsettled feelings that can come when speaking to the legislators whose decisions can have such an impact on our university. I would like to add my thanks to Hans’ for your individual efforts in reaching out to our legislators.

Elliot, Spike and Dan,

Yesterday, Oregon lawmakers adjourned the 2021 Legislative Session.

Lawmakers spent the session responding to the ongoing COVID-19 pandemic, addressing issues of systemic racial and wealth inequity, wildfire recovery and mitigation, and balancing a budget. Improving revenue projections and a large influx of funding from the American Rescue Plan Act (ARPA) allowed the Legislature to make significant investments in housing, behavioral health, wildfire policy and recovery, and preserve a sizeable ending fund balance.

Lawmakers also made investments in higher education, funding the public universities' budget request of $900 million in the public university support fund, $703 million in the community college support fund, and increasing funding for the Oregon Opportunity Grant, Oregon's need-based aid program.

On balance, this was a very successful session for the University of Oregon. We secured full funding for our operating budget request and $58.5 million in funding for the Heritage Project, a full renovation of University and Villard Halls.

Our work in Salem is truly a team effort. Thank you to all the members of the senate who attended meetings with legislators these past six months or reached out by phone or email when we asked for volunteers to do so.
