Dear Heidi,
Can you believe we’re already more than halfway through January and only a couple of weeks away from the short legislative session? We’re very busy at Disability Rights Oregon getting ready to continue the good fight in Salem; you’ll hear more about that next month. First, I want to thank you. A new year marks not only a fresh calendar but also an opportunity to celebrate progress, and you should all take a bow. Thanks to you and your actions, positive change is happening.
We reached out last fall about proposed updates to the Rehabilitation Act of 1973, the landmark national law that protects qualified individuals in federally funded programs from discrimination based on their disability. We asked you to submit comments urging the U.S. Department of Health and Human Services to make anti-discrimination protections even stronger for people with disabilities accessing health care. Many of you immediately responded, and the government listened.
The U.S. Department of Justice is now proposing a rule under the Americans with Disabilities Act<https://urldefense.com/v3/__https:/default.salsalabs.org/T970ba15b-40ea-465b-9bc9-23ed594a092f/6a0ed977-5dd8-4ada-a810-9e5b0f874207__;!!C5qS4YX3!HT-bemwqEr05m4qpW3-dYV62rlbqTeWLUJzitOt9EavnLgSEz7kIJsNX7RzTrbUQYAfvQVXOMnODUO87$> that adopts accessibility standards for exam tables, chairs used for eye and dental exams, weight scales, mammography equipment and x-ray machines, and other diagnostic tools. And it’s happening because of numerous complaints from members of our community.
Thank you—and please keep reading for more ways you can actively advocate for our community and improve your life, the lives of your loved ones, and the lives of all Oregonians with disabilities. Stay tuned for more next month!

That’s why we understand making it easier to lock someone away via civil commitment is not the solution to Oregon’s mental health crisis<https://urldefense.com/v3/__https:/default.salsalabs.org/T706dc1b9-01ce-48e1-abb1-85c22bdc2eb2/6a0ed977-5dd8-4ada-a810-9e5b0f874207__;!!C5qS4YX3!HT-bemwqEr05m4qpW3-dYV62rlbqTeWLUJzitOt9EavnLgSEz7kIJsNX7RzTrbUQYAfvQVXOMmBGxUum$>. Nevertheless, there are talks happening right now in Salem about doing just that—including forcing psychiatric hospitalizations upon people with traumatic brain injury, dementia, autism, and substance abuse disorder. Now is the time to share your outrage by:
· Submitting comments to the Commitment to Change Civil Commitment Workgroup by January 31<https://urldefense.com/v3/__https:/default.salsalabs.org/T8ac849f2-69e1-4f12-a0aa-608386d8eef4/6a0ed977-5dd8-4ada-a810-9e5b0f874207__;!!C5qS4YX3!HT-bemwqEr05m4qpW3-dYV62rlbqTeWLUJzitOt9EavnLgSEz7kIJsNX7RzTrbUQYAfvQVXOMmIGyJZf$> (from the dropdown menu in the survey, select Jude Kassar – Disability Rights Oregon, as your Workgroup Representative).
· Sharing the survey with friends and family and asking them to do the same!
· Sign our petition to ban Quality-Adjusted Life Years (QALY)<https://urldefense.com/v3/__https:/default.salsalabs.org/T7c3f8f3a-d2d9-4753-a875-689d7135f929/6a0ed977-5dd8-4ada-a810-9e5b0f874207__;!!C5qS4YX3!HT-bemwqEr05m4qpW3-dYV62rlbqTeWLUJzitOt9EavnLgSEz7kIJsNX7RzTrbUQYAfvQVXOMov8sYrP$>, a flawed scoring system economists use to determine cost-effectiveness of proposed medical treatments and whom is eligible for healthcare resources. The formula assigns unfair and offensive “quality of life” values to patients, intentionally devaluing treatments for older people, those with chronic illnesses or disabilities, and people of color. These scores are discriminatory and have no place influencing what conditions and treatments the Oregon Health Plan will cover.
