Dear Heidi,
We need your help to pass Senate Bill 819 to ensure Oregon students with disabilities have equal access to education and the support they need to learn and thrive.
We were encouraged when the Senate passed the Bill in March by a vote of 25-1, but now it’s May, and the House has taken zero action—while powerful school administrators continue to fight hard against the Bill. It’s time to speak up loudly and demand our legislators pass SB 819 to provide students with disabilities a full-day of school.
Denying a Fundamental Right
Oregon school districts are actively discriminating against students with disabilities. Every year, more than 1,000 young people are being denied full days at school solely because of their disability—and administrators aren’t even asking for parental consent before sending kids home. As a result, these children are missing crucial learning opportunities and experiencing extreme social isolation from their peers. This is wrong and it must stop.
More than half of these students are elementary school aged, which further compounds the issue. Experts know there’s a strong correlation between a child’s attendance and their ability to learn and succeed. Students who miss 10% of kindergarten lag, for example, almost a year behind their peers in reading by the time they reach third grade—and the struggles and frustration they experience grow from there. Students who miss two days of school per month will miss 1.5 years of instruction by the end of 12th grade.
How You Can Help
Disability Rights Oregon is continuing our work to pass SB 819, but right now it’s an uphill battle against influential lobbyists, and we urgently need your help in two major ways:
