Thanks for your interest in the City of Portland’s Study of Disability Engagement and Equity!

I’m delighted to announce that we are offering more time for people to submit a proposal for our Study of Disability Engagement and Equity. We will accept proposals through December 10th.

Please don’t be intimidated by the legalese—we’re looking for people who know community and know research—If that’s you, please apply!

This study is an invaluable opportunity to get a clear picture of who Portlanders with disabilities are and what disabled Portlanders need to truly engage with government and within communities. This is a comprehensive data effort on the characteristics of Portland's disability communities and access to civic engagement within the City.
The City of Portland (City) is committed to equitable engagement of Portlanders with disabilities at all levels of City decision making. The City currently lacks comprehensive data on the characteristics of Portland’s disability communities and community members’ experience engaging with the City and in communities. The Office of Community & Civic Life is seeking proposals from individuals, firms, teams or Consultants, hereafter called “Proposer(s),” with demonstrated experience in community-based research and proposes to engage the successful Proposer for the following services:


A data collection effort focused on Portland’s disability communities. The Office of Community & Civic Life will use the data in partnership with other City bureaus, researchers, and community stakeholders to ensure community members with disabilities have access to City civic engagement processes and other City services. The data will also inform Civic Life program development and should address ways diverse disabled Portlanders engage as well as opportunities and barriers to civic and community engagement.
