This employment opportunity is with the Office of Equity and Multicultural Services, which is part of the Department of Human Services. There is one permanent full-time opening located in Salem (500 Summer St NE). This position is management service and is not represented by a union.
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
Duties & Responsibilities
The Office of Equity and Multicultural Services resides within the Director's Office of DHS and provides services department-wide to DHS staff. The office develops, coordinates, monitors and evaluates programs and activities supporting Equal Employment Opportunity, organizational culture change, recruitment and retention of a diverse workforce, development of employee cultural competency and development of appropriate and effective services and service delivery systems.
The scope of the ADA Manager's position is to lead the agency's interactive Americans with Disabilities Act (Title I) process for determining reasonable accommodations for employees, and to advise management and leadership on the laws, policies, and procedures protecting individuals with disabilities. This position will also advise on the development and implementation of agency-wide training based upon relevant staff and management requirements; assess organizational needs; and provide proactive consultation to staff, managers, and executives.
The ADA Manager also is responsible for creating and coordinating diverse groups of agency stakeholders (Accessibility Committee) around ADA and the importance of employing people with medical restrictions and providing a safe and inclusive work environment for all employees. While this position ensures compliance with laws and regulations such as the Americans with Disabilities Act (ADA), it also provides consultation on universal access and equity in agency employment, programs, and facilities.
Duties:
Policy Advice
· Advise DHS Director, Human Resources director and other executive team members on all aspects of Americans with Disabilities Act (ADA)
· Coordinate agency policies and procedures relating to individuals with disabilities, tracking progress relating to policies and procedures and state and federal laws relating to persons with disabilities, filing all necessary reports, and providing consultative services to all levels of the agency.
· Interpret and apply federal, state and local laws regarding equal access and employment opportunity for individuals with disabilities. Monitor and ensure the agency's compliance with state and federal disability laws.
· Coordinate review of existing administrative rules and regulations and evaluate for alignment with current policy strategies.
· Monitor and ensure the agency's compliance with state and federal disability laws.
Employment Accessibility
· Represent the agency as the ADA Manager and determine employment-related reasonable accommodations under the ADA. Receive, process, and manage all employee reasonable accommodation requests.
· Create, maintain, and track all ADA cases in a secured information retrieval system. Create a system to store and file sensitive employee information in a secured location. Define systems requirements and analyze user need against system function.
· Obtain price quotes for special purchases of equipment, materials, or supplies for implementing reasonable accommodation or public access.
· Mediate and facilitate difficult conversations and diffuse conflict in a constructive manner.
· Work with various stakeholders to create and maintain strategies to increase the recruitment, promotion, and retaining of qualified individuals with disabilities in the workforce.
· Work with staff and monitor policies to create a respectful and welcoming work environment for all, especially for individuals with disabilities.
· Serve as an internal consultant and provide expert advice on accessibility and universal access issues.
Systemic Accessibility and Project Management
· Establish and lead a DHS Accessibility Committee. Create and staff a committee that includes people with various abilities, staff and community members.
· Collect and maintain a library of ADA regulations and supplementary materials.
· Evaluate current ADA compliance and lead agency-wide ADA improvement efforts.
· Monitor and improve the physical, electronic and programmatic access to DHS and its services. Advise on the accessibility of web technologies, physical buildings, and programs for both staff and clients.
· Plan operational improvement projects and comprehensive research studies.
· As required by law, conduct self-evaluations and create transition plans that review DHS policies, programs, services, and facilities to identify necessary access improvements. Use this evaluation to eliminate physical, programmatic and policy barriers.
· Conduct and develop training for the agency workforce on disability and access issues. Establish and lead the ADA Review and Advisory Committee to develop and conduct periodic awareness seminars and training for staff, senior management, and community partners.
· Create and facilitate learning opportunities to discuss access issues, including hiring panel composition (representation of individuals with disabilities on panels), budget, the state of access among clients, access needs with DHS, new access developments/technologies, and universal access to programs and activities. Work with staff to ensure that services are appropriately provided to staff and clients.
· Work with staff and decision makers to ensure access is provided for in all activities undertaken by DHS and by its partners including trainings, conferences, programs, events, and delivery of services.
· Advise and assist the Governor's Advocacy Office (GAO) on correcting Title II violations stemming from client complaints where appropriate.
Community Outreach & Partnerships
· Develop and maintain relationships with disability advocacy groups and the disability community across the state. Attend meetings of organizations representing individuals with disabilities. Act as a resource/referral, and develop resource lists that include a directory of access services and equipment which would be helpful to staff, partners and others. Update resources list periodically or as needed.
· Assist in developing effective communication strategies that are accessible and culturally competent for DHS.
· Educate and provide technical assistance contractors and partners in implementing accessible services and policies for DHS clients.
· Represent DHS on Local and National Committees.
· Act as the OEMS Liaison to disability-related Employee Resource Groups.
Support and contribute to the work, priorities, and the mission of DHS
· Work collaboratively and effectively with a rich and diverse range of backgrounds at all levels of the agency. Respect and be inclusive of the multiple identities of each individual.
· Contribute to a positive, respectful and professional work environment.
· Ensure that access issues are integrated into daily DHS operations, including budget, policy, education and public information. Ensure that the staff implements access considerations in their specific area of specialization.
· Attend meetings of organizations representing individuals with disabilities. Act as a resource/referral, and develop resource lists that include a directory of access services and equipment which would be helpful to staff, partners and others. Update resources list periodically or as needed.
· Assist in developing effective communication strategies that are accessible and culturally competent for DHS.
· Represent DHS on Local and National Committees.
· Promote diverse representation on all committees and commissions by encouraging the inclusion of individuals with disabilities.

WORKING CONDITIONS
Working conditions are those of a general office environment. At times, weekend and evening work will be necessary to meet customer demands and agency deadlines. Travel throughout the state to local offices. Employee must have a valid driver's license and an acceptable driving record. If not, employee must be able to provide an alternate method of transportation.
Qualifications, Required & Requested Skills
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Law, Political Science or any degree related to Health, Human or Social Services; AND five years of professional-level experience evaluating, analyzing and planning work.
OR;
Any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work.
Requested skills
· Formal certification or significant training as an ADA Coordinator.
· Familiarity with human service programs and employees.
· Familiarity with cutting edge adaptive tools, methods, and technologies used in accommodations.
· In-depth knowledge of ADA (Title I, II, and III) and other laws addressing the rights of individuals with disabilities, such as Section 504 of the Rehabilitation Act, 29 U.S.C. § 794.
· Familiar with managing and constructing a program budget.
· Knowledge of practices and activities covered by employment nondiscrimination requirements of ADA.
· Ability to work effectively with employees at all levels.
· Demonstrated ability to build positive relationships with disability groups and communities.
· Strong organizational, analytical, and problem-solving skills.
· Knowledge of training principles and techniques.
· Excellent cross-cultural communication skills both in writing and oral.
· Experience managing a highly visible program that reports to multiple stakeholder groups.
