Position Details
POSTING TIMELINE: February 19, 2020 - Open Until Filled
BASIC FUNCTION:
Manage research, survey, grant development, and program evaluation activities for the system. Develop clear communication patterns with stakeholders in the development of research activities, grant seeking agendas, and the distribution of research results.
REPRESENTATIVE DUTIES:
The classification specification does not describe all duties performed by all incumbents within the class. This summary provides examples of typical tasks performed in this classification.
* Manage system-wide program evaluation activities to measure efficacy of student outcomes and cost effectiveness.
* Facilitate the program evaluation governance process in conjunction with other departments.
* Oversee the development, implementation, and reporting of evaluation activities in support of organization goals.
* Manage the development of data systems and sources to support the equitable evaluation of programs.
* Manage the implementation and reporting of system-wide survey activities. Partner with other departments to develop and maintain a district calendar of survey activities. Manage reporting of survey data for multiple system consumers including, but not limited to, the Board, Superintendent, Communications, and the Division of Instruction and School Communities.
* Manage the implementation and evaluation of system-wide research activities to include the research project design and implementation. Develop research partnerships, local and national, to support a system-wide research agenda.
* Directs the systematic analysis of data in support of multiple stakeholders.
* Supervises and evaluates the performance and professional growth and development needs of employees; makes recommendations to the Executive Director regarding the hiring, discipline, and separation of department personnel.
EMPLOYMENT STANDARDS:
Knowledge of:
* Extensive knowledge of social science research and evaluation methodology and statistics using statistical software, such as SPSS and SQL. Demonstrated experience in conducting high quality educational evaluations and reporting results to key stakeholders.
* Knowledge and experience in leading teams.
Ability to:
* Ability to establish and maintain effective working relationships.
* Ability to maintain confidential information.
* Ability to explaining highly technical information to those without technical background. Expert report writing and oral communication.
* Strong interpersonal skills.
EDUCATION AND TRAINING:
* Master’s degree from an accredited college or university, with coursework in psychometrics, evaluation, statistics or research.
EXPERIENCE:
* Five (5) or more years of experience in research, evaluation, test development, and/or administration with progressively responsible duties.
* Preferred experience to include supervision of professional staff.
* Preferred education is a Doctorate.
Any other combination of education and experience that would likely provide the required knowledge and abilities may be considered.
SPECIAL REQUIREMENTS:
Some positions in this classification may require the use of a personal automobile and possession of a valid Class C Oregon driver’s license.
SALARY GRADE AND COMPENSATION:
* Work Year: This position has a 260 work year schedule.
