Not sure if I sent this already but this describes the way for you to get benefits even though you are not a GE. So for those on fellowship, etc..

Subject: grad-dir: UO Software for Grad Students
There are several graduate students who are funded with mechanisms that do not involve a GE appointment (eg, training grants, fellowships, etc…). Due to software contract restrictions, these students do not have the same software privileges as their fellow students who are GE’s.
Human Resources has a way to accommodate this need through an unpaid appointment. You can request an unpaid appointment for any graduate student funded with a non-GE appointment. This should not be used for any other group of employee or graduate student who is not on a training grant or fellowship.
How to request an unpaid appointment:

Complete the form and select the following when asked:
Employee Group = Graduate Employee – GTF
Position and Title = Graduate Stipend – BUOXGS
Must have an end date. The position should not last longer than the expected funding.
