Dear COE Community,
Welcome to Fall! We are fully in it. As we embark on this 2024-25 academic year, I wanted to share an update related to implementation of the university's new strategic plan. This update was provided by University leadership and I want to pass this on to our COE more broadly.
The university's strategic plan, known as Oregon Rising, was presented to the UO Board of Trustees on September 16 and will be shared with the broader community via Oregon News, the Workplace email, and a new website in early October. The plan outlines four goals, each with a set of strategies and key performance indicators (KPIs), along with seven implementation principles, all informed by community input collected during the 2023-24 academic year. Community members can view the elements of the strategic plan attached.
Effective and coordinated implementation, of course, is critical. Implementation will begin this fall, with a focus on (A) creating the operational structures and plans to sustain our ongoing work; and (B) identifying and implementing strategy-specific milestones; and (C) aligning work across the university with our new goals and strategies.
Here is an update on where the University is with each of these efforts:
A. Operational structures
The President's University Leadership Team, which includes all vice presidents, deans, and vice provosts, will oversee the on-going implementation of the university strategic plan. A small core planning team is in place to provide project management and support for institution-level implementation. A data team with representatives from key administrative areas is also in place to support specific deliverables for this year related to measuring KPIs, identifying indicators of success, and creating a data dashboard.
For every goal in the strategic plan and its associated strategies, specific members of the executive team have been assigned overall "ownership" to ensure accountability throughout the organization and avoid pitfalls like duplication of effort, siloed work, and other misalignments. The "goal owners" are as follows:
* Enhance pathways to timely graduation- Provost
* Be a leader among the nation's public research universities in career preparation- Provost, Vice President for Student Life
* Create a flourishing community- Provost, Chief Human Resources Officer, Vice President for Equity and Inclusion
* Innovate for Societal Impact- Provost, Vice President for Research and Innovation, Vice President for Knight Campus
To oversee and/or implement specific strategies, we will deploy cross-functional teams. Some strategies will require new teams; others will rely on cross-functional groups already in place for coordination purposes and whose focus area aligns with a particular strategy. The development of new teams and the teams' strategic plan-related work will be led by the goal owners noted above.
B. Strategy-specific milestones
The goal owners noted above are currently developing, for each strategy, a set of institutional milestones for this academic year-- activities that, once completed, would indicate we have made some incremental progress on the strategy.
C. Alignment
In addition to making progress on specific strategies, another key aspect of implementation is aligning our day-to-day work with the strategic plan. A brief list of activities and resources is being developed for used by our vice presidents, deans, vice provosts and other leaders to promote broad awareness and prompt unit-wide (i.e., all employees') engagement in alignment work. We anticipate these materials will be ready by the end of October for leaders to begin using.
College units and departments will have autonomy to create their own internal plans, milestones, and tactics that help us progress toward our goals in the Oregon Rising plan. In the meantime:
* If your daily work is related to one of our goals, think about how you or your team of colleagues (e.g., your department) could contribute to enhanced coordination or progress on one or more elements of our strategic plan, including our implementation principles.
* If your department has its own strategic plan or mission statement, you could begin to review that with the elements of our strategic plan in mind.
* If your department or team has an upcoming fall kickoff meeting, retreat, or staff meeting, you could review the contents of this update together.
* Do not initiate new work because it would support a goal or strategy just yet. We need to be coordinated. Every strategy in the plan has an executive owner who is responsible for creating and executing the implementation milestones related to that strategy. Please consult with the appropriate individual in the dean's office if you have questions or suggestions about how to proceed with work you are planning related to these strategies.
* Make note of any promising practices you hear about that are relevant to our plan. The core planning team will be creating ways for people to pass along suggestions and ensure that information is routed to the appropriate executive leaders for consideration as part of commitment to continuous improvement.
* Keep an eye out for more information. Updates will be provided periodically through emails like this one, through Oregon News, the weekly Workplace email, and a new strategic plan website currently in development.
I am optimistic about these next steps in great part because I am able to see their alignment to work we have already begun, and plans already underway in our college, our departments, our programs, and our units. In the coming week, we plan to share some updates with you that begin to map out where some of this work is already showing up and we also will invite you to look for the work that you are doing that either intentionally, or accidentally aligns with these activities.
Thanks for taking the time to read more about Oregon Rising!
Happy Fall!
Warmly,
Laura Lee
