coe-staff: HEDCO lobby stairs

While we have experienced significant water damage to the ceiling and walls of the HEDCO lobby as a result of the ice storm, CPFM determined that we can safely open up the staircase.  When repairs are scheduled, we will let you know as we will need to shut down the stairs to complete them.
