coe-staff: Nationwide Cell phone test today 11:20am

Dear COE Community,

As a quick reminder, FEMA announced that today at ~11:20am Pacific Time there will be a brief nationwide test of the National Wireless Emergency Alert system.

This will likely interrupt classes, meetings, and other activities and may come as a surprise to those who were not previously aware.

Thank you to those of you who suggested this community-wide message to avoid any potential disruption.
