Celebrating 50 Years of Project Follow Through: Products, Practices, and People
Thursday November 7, 2019 2:00–4:30 p.m.

[David Chard, PhD. Dean ad Interim Boston University, Wheelock College of Education]David Chard, PhD Dean ad Interim Boston University, Wheelock College of Education
Dr. Chard will provide critical context for Project Follow Through and, in addition to his role as moderator and discussant, will provide a cohesive narrative of the various concepts shared over the course of the panel.

  *   David J. Chard, PhD is Dean ad Interim of Boston University’s (BU) Wheelock College of Education and Human Development and Professor of Special Education.
  *   Prior to coming to BU, Dr. Chard served as the 14th President of Wheelock College. He was also founding dean of the Simmons School of Education and Human Development at Southern Methodist University in Dallas, Texas.
  *   Dr. Chard has published more than 100 articles, monographs, book chapters, and books. He is a member of the International Academy for Research in Learning Disabilities and has served in leadership roles in numerous professional organizations.
  *   Dr. Chard was nominated twice by President Barack Obama to serve on the Board of Directors of the National Board for Education Sciences.




[Doug Carnine, PhD. Professor Emeritus, College of Education, University of Oregon]Doug Carnine, PhD Professor Emeritus, College of Education, University of Oregon
Dr. Carnine will share his historical insights on Project Follow Through including the goals of its founders and ongoing legacy of their work. He will share some specific insights into the Legacy of one of the founders of Direct Instruction, Siegfried Engelmann.

  *   Douglas Carnine, PhD, is a Professor Emeritus at the University of Oregon.
  *   Dr. Carnine’s accomplishments include over 100 scholarly publications, approximately 50 text books ranging from kindergarten mathematics to college level computer science, the University of Oregon Ersted Award for outstanding University teaching, the Life Time Achievement Award from the Council for Exceptional Children, and a Presidential appointment to the National Institute for Literacy.
  *   Dr. Carnine’s contributions while at the UO included policy work, advocating for the use of evidence-based practices in education across multiple entities including roles in the Department of Education. He is president of the board of Generation PMTO a non-profit that trains counselors around the world who treat abusive and neglectful parents.
  *   Simultaneously over a 50-year period Dr. Carnine developed a meditation and kindness practice eventually becoming a Buddhist lay minister working in hospice and with prisoners. He translated this 50 years of work into a mindful kindness project that includes two books—Saint Badass: Transcendence in Tucker Max Hell and How Love Wins: The Power of Mindful Kindness and a related website: feedkindness.com.
  *   Dr. Carnine now coordinates the steering committee for Making Eugene Springfield Cities of Kindness.




[Russell Gersten, PhD. Professor Emeritus, College of Education, University of Oregon]Russell Gersten, PhD Professor Emeritus, College of Education, University of Oregon
Dr. Gersten will share policy and measurement changes that Project Follow Through ushered in that are now considered mainstream concepts in education—prompting the question: how would the field of education be different if Project Follow Through had not arrived when it did?

  *   Russell Gersten, PhD, is Professor Emeritus in the College of Education at the University of Oregon.
  *   Since 2002, Dr. Gersten has served as executive director of Instructional Research Group in Los Alamitos, California and continues to conduct randomized controls and evaluations involving sites throughout the U.S.
  *   Dr. Gersten began his research career in 1978, working on evaluations and longitudinal research of Project Follow Through. Gersten has been in the field of special education since 1967.  He authored over 160 publications in peer-reviewed journals and received the CEC Special Education Researcher Award in 2013, and the AERA Special Education Research Award in 2002.
  *   Dr. Gersten chaired the practice guides on Response to Intervention in Mathematics and Reading and is currently working on updates of these guides.




[Colt Gill, Director of the Oregon Department of Education]Colt Gill, Director of the Oregon Department of Education
Colt Gill will share his perspective as a leader in the field and as an Oregon Public School educator for over 3 decades who has seen firsthand the transformative outcomes of the implementation of explicit instruction programs on both an individual and an aggregate level.

  *   Colt Gill was appointed by Governor Brown as Deputy Superintendent of Public Instruction (and, as such serves as the Director of the Oregon Department of Education). He was confirmed by the Senate on February 12, 2018.
  *   Superintendent Gill served previously as Oregon’s first Education Innovation Officer. In this position, he focused on improving graduation outcomes by working with local communities, school districts, researchers, students, and other stakeholders to identify effective practices across the P-20 continuum and make recommendations to the Governor, state agencies, and the Legislature regarding policies, budget priorities and supports needed to increase the number of students who graduate prepared for their next steps in the work place or college.
  *   Superintendent Gill has been an Oregon educator since 1989. He is an adjunct professor at the University of Oregon and has served on a number of boards and commissions relating to education and children’s health and wellness initiatives.




[Beth Harn, PhD. Associate Professor, College of Education]Beth Harn, PhD Associate Professor, College of Education
Dr. Harn will provide a current perspective of the ongoing legacy of Project Follow Through on teacher training that has rendered the College of Education’s Special Education among the top 3 schools of special education in the nation since the year 2000.

  *   Beth Harn, PhD, is an Associate Professor in the area of Special Education who teaches graduate-level courses in special education and school psychology. She teaches courses in learning disabilities and previously taught classes on educational assessment and systems level academic interventions. She has expertise in early literacy assessment, instruction, and intervention development and implementation.
  *   Dr. Harn has served as the program director for the Special Education Program and teaches courses in both the Master’s and Doctoral programs including “Design of Instruction.”
