coe-staff: Update of Java on windows computers starting today 3/28

This is a technical notice, no  user action is required.

Starting today (3/28) COEIT is initiating an update of Java for Windows computers.  The update seeks to patch a vulnerability in Java. The patch will update to Java to build 1.8.0_77.  after a reboot of windows computers this will eliminate notifications from Firefox or Internet Explorer browsers requesting an update of Java to access Banner (https://inb.uoregon.edu).
