Dear Faculty and Staff,

Please see the most recent update (appended) regarding ESSA (Every Student Succeeds Act) implementation, which is a result of our membership in the LEARN coalition - The Learning and Education Academic Research Network – comprised of 24 leading research university colleges of education. You may find the membership roster and further information about the work of LEARN at https://learncoalition.wordpress.com/membership/.

Our UO Washington DC consulting firm, Lewis-Burke, also monitors ESSA implementation, as well as all federal matters with the potential to impact our university, as does our Office of Governmental Affairs (i.e., Betsy Boyd). We receive one or more email updates weekly from the LEARN consulting firm; Penn Hill Group. Both Lewis Burke and Penn Hill Group were most help recently in support of our efforts to argue for greater funding of education research.

The work of ESSA implementation is proceeding rapidly. Meetings to draw up implementation regulations will occur in March. I have been nominated by a professional society to serve on the implementation committee, as has probably been the case for some of you. Regardless of whether or not any of us are called to serve, we will be monitoring ESSA implementation closely thanks to our membership in LEARN and our collaboration with Lewis-Burke.

Hello,

Attached please find a memo summarizing yesterday’s Senate Health, Education, Labor, and Pensions (HELP) Committee hearing to examine implementation of the Every Student Succeeds Act (ESSA), which reauthorizes the Elementary and Secondary Education Act (ESEA), in states and school districts, focusing on perspectives from education leaders.


Key Issues Discussed:

Members and witnesses discussed the monumental “reset” ESSA has brought and discussed issues regarding implementation of ESSA in states and local school districts, as well as the role of the U.S. Department of Education (ED) in this work.

Witnesses from an array of organizations discussed the work they are advancing with state and local partners and in coalitions to help states develop plans to implement ESSA and follow through on these plans.

Members and witnesses discussed the feasibility of ED’s request for states to turn in new Title I and Title II plans by July 1, 2017 so they can be effective in the 2017-2018 school year.
