coe-staff: Duck ID Login to COE websites is back

COE sites that use UO Duck ID authentication are once again accepting logging in with your Duck ID credentials!

Here is a quick list of sites that had been affected that now are accepting Duck ID login credentials:

https://education.uoregon.edu
https://coe.uoregon.edu and any of its sub-sites
https://collage.uoregon.edu
