coe-staff: Holiday Party Final Update

All:

Give the closing of non-essential operations of the university starting at 2pm, the holiday party is officially canceled.  My sincere apologies especially to those die-hards among you who braved the driving snow and ice specifically to enjoy a tea party and fancy crowns.
