coe-staff: Head Start collaboration story

Good Morning,

The Administration for Children and Families' Seattle office released a story<https://www.acf.hhs.gov/success-story/region-10-collaborates-with-community-to-boost-head-start-educators> this morning about a successful collaboration with Head Start, the COE and NEDCO of Springfield. The purpose was to facilitate Head Start teachers' compliance with the Head Start Act of 2007, which required half of them to hold a bachelor's degree by September 30, 2013 – with no grandfather clause. The effort involved many moving parts, coordinated by Kelly Warren, but in the end 20 Head Start teachers will enroll this fall to complete the degree program in Family and Human Services with an Early Childhood Education emphasis. The degree program was developed to comply with the change in federal law.

The article also cites a number of other key players, all from the COE. Congratulations to Kelly and the whole COE team who made this happen!
