coe-fac: Internal Governance - "Appropriate and Equitable" Guidance

In Dean Kamphaus's message yesterday, he referenced guidance from the UO implementation team regarding the term "appropriate and equitable participation" as it applies to our internal governance.  Due to an error on my part, we failed to attach that document.  It is enclosed here for your reference in approaching revision of the internal governance framework.
