Below and attached is a note from Ali on the Department of Education's FY 2014 Investing in Innovation (i3) program. Like previous years, the Department is holding a pre-application process for one of the three grant categories, development grants. These are the early stage proposals and have been the most popular in the past competitions. Only the proposals that rank highest in the pre-proposal process will be invited to submit full proposals. We're not expecting the other two types of grants (validation and scale-up) to have this pre-application process, and those solicitations are expected to be released this spring.
Please note that pre-applications are required and are due by April 14.
Funding Opportunity: ED Releases Call for Pre-applications for 2014 i3 Grant Competition

The Department of Education (ED) recently released the pre-application for fiscal year (FY) 2014 Development grants within the Investing in Innovation (i3) program. Interested applicants must submit a pre-application by April 14. The purpose of the i3 program is to provide funding to develop or expand promising, innovative practices that improve education and student outcomes. The grants also encourage partnerships between the private sector, non-profits, and local educational agencies (LEAs), and require non-profit applicants, like institutions of higher education, to demonstrate a strong partnership with an LEA.
The i3 program solicits grants in three categories: Development, Validation, and Scale-Up. Each category requires an increasing amount of evidence and applicants are required to identify a category at the time of application. Similar to previous years, the Department is requiring a pre-application for Development grants to streamline the process and reduce the burden for ED and its reviewers. As a result of the pre-application process, the Department will invite selected applicants to submit a full-application for consideration. The Scale-Up and Validation grant solicitations are not expected to include a pre-application process; these solicitations are expected to be released this spring.
ED has included six absolute priorities for the 2014 competition. Similar to last year, subparts have been added for some priorities. For priorities with subparts, applicants are required to choose and address one absolute priority and one of its subparts.
The absolute priorities and their subparts are:
1. Improving the Effectiveness of Teachers or Principals.
a. "Developing and implementing models for principal preparation that deepen leadership skills which have been demonstrated to improve student achievement [...].
b. Increasing the equitable access to effective teachers or principals for low-income and high-need students [...], which may include increasing the equitable distribution of effective teachers or principals for low-income and high-need students across schools."
2. Improving Low-Performing Schools.
a. "Changing elements of the school's organizational design to improve instruction by differentiating staff roles and extending and enhancing instructional time.
b. Implementing programs, supports, or other strategies that improve students' non-cognitive abilities (e.g., motivation, persistence or resilience) and enhance student engagement in learning or mitigate the effects of poverty, including physical, mental, or emotional health issues, on student engagement in learning."
3. Improving Academic Outcomes for Students with Disabilities.
4. Improving Outcomes for English Learners (ELs).
a. "Increasing the number and proportion of ELs successfully completing courses in core academic subjects by developing, implementing, and evaluating new instructional approaches and tools that are sensitive to the language demands necessary to access challenging content, including technology-based tools.
b. Preparing ELs to be on track to be college- and career-ready when they graduate from high school by developing comprehensive, developmentally appropriate, early learning programs (birth-grade 3) that are aligned with the State's high-quality early learning standards, designed to improve readiness for kindergarten, and support development of literacy and academic skills in English or in English and another language."
5. Effective Use of Technology.
a. "Providing access to learning experiences that are personalized, adaptive, and self-improving in order to optimize the delivery of instruction to learners with a variety of learning needs.
b. Integrating technology with the implementation of rigorous college- and career-ready standards to increase student achievement [...], student engagement, and teacher efficacy, such as by providing embedded, real-time assessment and feedback to students and teachers."
6. Serving Rural Communities (note: applications submitted under this priority must identify an additional absolute priority and a subpart).
In addition to one absolutely priority, applications must "propose projects designed to implement practices that serve students who are in grades K-12 at some point during the funding period." Also, as in previous years, the Department requires all i3 projects to demonstrate additional evidence of effectiveness and incorporate plans for an independent evaluation of the proposed project.
Eligibility: Eligible applicants include local educational agencies (LEAs); LEAs partnered with nonprofit organizations, including institutions of higher education; and consortia of schools. A matching requirement of 15 percent is required, and successful applications must demonstrate evidence of 50 percent of the required match prior to any award of a grant.

Funding: The Department anticipates the availability of total grant funds for the i3 program amounting to $134.8 million. The breakdown by type of grant is:
