coe-fac: COE Merit Pool Distribution Policy

Dear COE Colleagues:

We are moving into another phase in the CBA implementation process - this time the establishment of a merit pool distribution policy for all faculty. Attached are two drafts documents offered as "seeds" for your deliberations on the policy and process:

  *   Faculty Merit Pool Distribution Policy draft
  *   Faculty Self-Review Form draft
As you review the drafts, keep in mind that, as with the Internal Governance policy draft, you are free to adopt it wholesale, start from scratch, or anything in between. However, because faculty merit pools are ultimately administered and tallied at the college level, we have envisioned the merit pool distribution policy as a single, college-wide policy. Departments and units are encouraged to further specify and document, at the local level, how they will enact the college-wide policy.

Your involvement in the development of the merit pool distribution policy is very important for its long-term credibility and legitimacy and I encourage you to participate in any way you see fit. This includes: 1) direct input to the Dean's Office through a Qualtrics link<https://oregon.qualtrics.com/SE/?SID=SV_8pQmv8NWMO5aTiZ>, and 2) a college-wide workgroup comprised of faculty from all ranks, departments, and units. I invite volunteers to participate in several meetings from April 16th to April 28th to synthesize faculty input and further develop the merit pool distribution policy drafts to be presented for college-wide review and ratification. As for what happens after April 30th (the date specified in the CBA timeline for the Dean's Office to provide feedback to faculty), here's what I propose:

The Dean's Office will post the merit pool distribution policy draft developed by the workgroup and any accompanying documents for all faculty to review and provide additional input before ratification. The draft will be posted for five days and then a vote will be taken. Once the policy is ratified, it will be forwarded to the Provost for final review.
