coe-fac: COE Internal Governance Update

Dear COE Colleagues:
I am writing today to offer some clarifications concerning my email of February 7th and the internal governance policy development currently underway.
In the initial email I included a draft document that was meant to serve as a starting point for the development of department or unit level internal governance policies. I apologize if my intent in this email was unclear-let me clarify by saying that, as you develop your department/unit level internal governance policies, you are free to adopt the draft document entirely, start from scratch, or anything in between. In recognition of the need expressed by some units for more time to develop their internal governance policies, the deadline for input has been moved to March 7th (in lieu of February 28th).
Core to the Collective Bargaining Agreement is the premise that "all faculty in each department or unit shall have the opportunity to participate in the development of that department or unit's internal governance policy." Your involvement in the development of your unit's policies is very important for the long-term credibility and legitimacy of these policies and I encourage you to participate in any way you see fit. This includes the two venues mentioned in my earlier email: 1) department and unit level meetings, and 2) direct input to the Dean's Office through a Qualtrics link<https://oregon.qualtrics.com/SE/?SID=SV_6JoXI18xEIs38GN>. I am pleased to report that faculty workgroups are meeting on a regular basis in some departments and units, engaging in robust discussion about shared governance and developing policies that address local level needs.
I would like to propose a third venue for participation, a college-wide internal governance workgroup comprised of faculty from all ranks, departments, and units. I invite volunteers to participate in several meetings from March 7th until March 21st to help develop the COE college-level internal governance draft document that provides the necessary structure, flexibility to accommodate diversity in department/unit level policies, and assurance of equitable participation by faculty in the governance process. If you are willing to participate in this workgroup, please contact Shaun Haskins (haskins at uoregon.edu<mailto:haskins at uoregon.edu>) expressing your interest.
As for what happens after March 7th, here is what I propose:
* For department/unit level policies, department heads and unit directors will be asked to post the internal governance policy drafts for faculty within their units to review and provide additional input before ratification. Drafts will be posted for five days and then a vote will be taken. Policies that are ratified will be forwarded to the Provost for final review.
* For the COE college-level policy, the Dean's Office will post the policy draft for all faculty to review and provide additional input before ratification. The draft will be posted for five days and then a vote will be taken. Once the policy is ratified, it will be forwarded to the Provost for final review.
Whatever your method of participation, I strongly encourage you to be involved in the development of these policies. Any policy document is a statement of principles of what we value and how we understand ourselves. Your voice and input are crucial at this important moment of clarifying and establishing our principles.
