Hello UO Purchasing Community:



As you might have heard, PCS has updated the Purchasing and Contracting Procedures in order to implement recent changes to UO’s Purchasing and Contracts for Goods and Services Policy.  These changes take effect on Nov. 1, 2019.  Highlights from the changes include:



•                     An updated mission and values for PCS

•                     A streamlined informal procurement process for goods, trade services, hotels, catering, event services, transportation services, and specialized professional services

•                     Expanding criteria and processes for alternative competitive procurements

•                     Clarification of competitive procurement exemptions

•                     Individuals with Level 1 or Level 2 Delegated Contracting Authority may now use the UO Purchase Order form for agreements with one-time event speakers and performers under $5,000 lasting no more than seven consecutive days. Example Speaker/Performer POs are available on the PCS Forms website.

•                     Consolidation of PCS delegated contracting authority training from three, in-person, classes into a single, in-person class offered monthly

•                     Additional clarifications related to foreign independent contractors, QRFs, and cooperative purchasing

To facilitate these changes the UO Purchasing Portal has undergone updates to help streamline the procurement process. Such items include:

•                     Reduction in paper/emails tracking

•                     Automatic document retention

•                     Automatic start of the protest period

•                     Vendors will be able to enter proposals directly into the Purchasing Portal

•                     All items centrally located regarding your procurement

Trainings are scheduled for Nov. 12, Nov. 20, Dec. 3 and Dec. 12. , you can sign up in the UO Purchasing Portal<https://apps.ideal-logic.com/uopcs> under ‘Register for a PCS Class’.


In addition, PCS recently posted procedures related to the acceptance of E-Signatures, allowing UO to accept documents signed with E-signature systems like DocuSign and AdobeSign.  PCS plans to integrate AdobeSign into the PCS Contracts Portal later this Fall. Greg Shabram, Chief Procurement Officer for the university, will host Open Hours on Nov. 12 and 20 to discuss the updates in procedures and answer questions. Open Hours will be hosted at Purchasing and Contracting Services, 1600 Millrace Suite 306.

These procedural and systemic changes will give us all new tools to find creative solutions to get the best value for UO.  We are very hopeful these updates will improve both the efficiency and clarity of PCS procurement processes.  We take a continuous improvement approach to all that we do, so welcome your feedback and questions!
