Dear Campus Buyers:
After consultation with Internal Audits, General Counsel, and Accounts Payable, Purchasing and Contracting Services (PCS) has made a change to the process for Commitment of Funds, Department Approval Authorization (DAA), and Code of Ethics forms.
Commitment of Funds:
PCS will no longer be maintaining the DAA portal. PCS will be relying on the representations from the submitter of matters in the UO Purchasing Portal ("UOP2"), that the funds for a particular transaction has been internally approved by the appropriate individuals within the department. The person committing funds will be copied on the notification email for each matter submitted.
Delegated Contracting Authority:
PCS is developing a new method for tracking Delegated Contracting Authority. Please see details at the Delegated Contracting Authority webpage<https://pcs.uoregon.edu/content/delegated-contracting-authority>.
Summary Purchasing Activity Report
Summary reports of purchasing activity will be sent periodically to 3rd level deans/directors and budget managers for review and distribution. Departments may also check all ongoing and completed purchase activity at any time using UOP2. This ensures departments have a means to verify the contracting activity of individuals within their department.
Code of Ethics
Individuals that participate in any purchasing activity, will be expected to maintain in their own offices, an up to date Code of Ethics form. This form is to be signed no less than annually and should be kept by each department for all of their University employees. All Purchasing activities require a Code of Ethics form including:
* Individuals submitting Purchase Orders, Contracts, and Procurements
* Individuals processing transactions via Duck Depot
* Any involvement in the Procurement Card Program
* Individuals that execute contracts under delegated contracting authority
* Individuals that otherwise review or approve purchases
