Authentication Working Again for Surplus, Forms and Ecommerce

Shibboleth authentication is working again for surplus.uoregon.edu, ecommerce.uoregon.edu and forms.uoregon.edu.

Note: ecommerce transaction processing was not impacted by this authentication problem, just the ability to login and see reports or configure sites.
