Transition from Inter-Institutional Journal Vouchers(IIJVs)

Good morning,

The Business Affairs Office (BAO) Financial Services Department would like to inform University of Oregon (UO) departments of changes in Inter-Institutional Journal Voucher (IIJV) procedures effective July 2014.  IIJVs are used to move funds between Oregon University System (OUS) institutions.  Our intent is to allow affected departments sufficient time to prepare for the changes.

With the upcoming governance change, IIJVs will no longer be used. As an independent entity, the UO will:


*         Issue checks to OUS institutions and

*         Deposit funds received from OUS institutions

For Fiscal Year 2014 activity, IIJVs may be entered through July 8, 2014.  For Fiscal Year 2015 activity, IIJVs will not be permitted after June 30, 2014.

When the change occurs, departments will need to enter invoices into Banner instead of utilizing IIJV's.  The BAO Accounts Payable Department will request an IRS Form W-9 from each institution and establish vendors based on the information received.  To ensure prompt payment, you should verify the institution and address you intend to use are set up.

Also, OUS institutions will need to be billed for goods and services provided in the same manner as outside entities instead of utilizing IIJVs. This will require an adjustment in the billing processes.  To ensure prompt receipt of payment, you may need to inform the institution that the UO is no longer accepting funds via IIJVs and provide them with payment instructions.
